About the Role
We are seeking an experienced Senior Masterlist Specialist to support our upstream oil & gas project by managing end-to-end Masterlist applications and import facility administration. This role will ensure the timely issuance of import duty and tax exemption facilities required for project execution while maintaining compliance with applicable government regulations.
You will work closely with internal stakeholders and government institutions, including SKK Migas, Directorate General of Oil & Gas (KESDM), Directorate General of Customs and Excise, and LNSW, to support the successful delivery of strategic oil & gas projects.
Key Responsibilities
Manage end-to-end Masterlist applications, including new submissions and amendments through OSS, SENADA, LNSW, and other applicable government systems.
Prepare, review, and verify technical and administrative documentation in accordance with the Import Goods Requirement Plan (RKBI).
Coordinate with Project, Procurement, Engineering, Logistics, and other internal stakeholders to ensure completeness and accuracy of import documentation.
Act as the company's liaison with SKK Migas, Directorate General of Oil & Gas (KESDM), Directorate General of Customs and Excise, and other relevant government authorities.
Monitor application progress and proactively follow up to ensure approvals are obtained within the project schedule.
Provide recommendations on HS Code classification and customs regulations to optimize available import duty and tax exemption facilities.
Ensure compliance with applicable government regulations, customs procedures, and SKK Migas requirements.
Prepare periodic reports regarding Masterlist utilization, import realization, and licensing status.
Monitor regulatory updates related to customs, import taxation, and upstream oil & gas policies.
Requirements
Qualifications
Bachelor's Degree in Law, Engineering, International Relations, Public Administration, Supply Chain, Business Administration, or related disciplines.
Minimum 3 years of relevant experience handling Masterlist administration or import facilities within a KKKS (Upstream Oil & Gas) environment.
Experience supporting upstream oil & gas, EPC, or EPCI projects is highly preferred.
Proven experience coordinating with SKK Migas, KESDM, Directorate General of Customs and Excise, and other government agencies.
Familiar with government licensing platforms such as OSS, SENADA, LNSW, or similar systems.
Good understanding of Indonesian customs regulations, import procedures, and fiscal facilities.
Knowledge of PTK 007 SKK Migas is highly preferred.
Experience in PPJK processes and import taxation will be an advantage.
