I. Position Summary
The Finance & Accounting Manager / Finance Controller shall lead, manage, and strengthen the Finance and Accounting Department of Workscale Resources Inc.
The role is responsible for ensuring accurate financial records, strong cash flow visibility, proper payroll funding, timely billing and collections, effective management of bank facilities and loans, proper disbursement controls, complete reconciliations, statutory compliance support, and strong internal controls.
This role is expected to serve as the company’s finance command center, providing Management with clear, accurate, and timely visibility over cash position, payroll funding requirements, receivables, payables, loans, bank balances, billing, collections, and financial risks.
The ideal candidate must be hands-on, highly organized, control-minded, trustworthy, and capable of building a disciplined Finance and Accounting function in a fast-growing manpower and staffing company.
II. Key Objectives of the Role
The Finance & Accounting Manager / Finance Controller shall be responsible for the following key objectives:
1. Ensure daily visibility of company cash position, bank balances, payroll funding needs, receivables, payables, loans, and critical financial obligations.
2. Protect company funds through strong internal controls, proper approval workflows, access controls, segregation of duties, and complete documentation.
3. Ensure payroll funding is properly forecasted, monitored, and coordinated with Management.
4. Ensure timely, accurate, and complete billing to clients.
5. Strengthen collections monitoring and accounts receivable discipline.
6. Ensure accurate accounting records, reconciliations, financial reports, and month-end closing.
7. Monitor all bank facilities, credit lines, loan maturities, amortizations, drawdowns, and related requirements.
8. Ensure disbursements are properly supported, approved, recorded, and controlled.
9. Support tax, statutory, audit, bank, and compliance requirements.
10. Build, document, and implement strong Finance and Accounting SOPs.
11. Lead, coach, and develop the Finance and Accounting team.
12. Prevent fraud, unauthorized transactions, unsupported releases, and single-person dependency in finance processes.
Required Qualifications:
- Bachelor’s degree in Accountancy, Finance, Accounting Technology, Business Administration, Management Accounting, or any related field.
- At least 7 to 10 years of total experience in Finance, Accounting, Treasury, Billing, Collections, Payroll Finance, or related functions.
- At least 3 to 5 years of managerial or supervisory experience.
- Strong experience in cash flow management, financial reporting, bank reconciliation, accounts receivable, accounts payable, disbursement controls, and internal controls.
- Strong understanding of payroll-related finance processes.
- Experience handling high-volume transactions and recurring payroll or billing cycles.
- Working knowledge of Philippine accounting, tax, statutory, and government compliance requirements.
- Strong Microsoft Excel or Google Sheets skills.
- Experience dealing with banks, credit lines, loans, receivables financing, or working capital facilities.
- Strong leadership, problem-solving, communication, and decision-making skills.
- High level of integrity, confidentiality, and professional judgment.
Preferred Qualifications
- CPA is preferred but not required, provided the candidate has strong hands-on Finance and Accounting management experience.
- Experience in manpower, staffing, BPO, logistics, retail, construction, service contracting, or other payroll-heavy industries is a plus.
- Experience building SOPs, approval matrices, dashboards, financial reports, and control systems.
- Experience cleaning up reconciliations, financial records, unsupported balances, and finance process gaps.
- Experience working directly with CEO, COO, General Manager, external auditors, banks, government agencies, and legal counsel.
- Experience managing a small but high-pressure Finance and Accounting team.
