Role Overview 

This role is responsible for developing, implementing, and continuously improving CHAMPOIL's fire protection, emergency response, and industrial risk management systems across all operational facilities. 

The position focuses on preventing incidents before they occur while ensuring rapid, structured, and effective responses during emergencies. You will lead emergency preparedness initiatives, evaluate industrial hazards, coordinate emergency response activities, and drive continuous improvements based on operational risks and incident learnings. 

Key Responsibilities 

Emergency Response System Development 

• Design and continuously improve emergency response systems for various industrial scenarios, including fire, explosion, chemical spills, oil leakage, ventilation failures, and other operational emergencies. 

• Develop structured emergency response procedures that can be executed effectively under high pressure situations. 

• Identify critical emergency response points and determine facility wide emergency equipment requirements. 

• Ensure emergency systems remain practical, reliable, and aligned with operational risks. 

Industrial Risk Assessment & Hazard Mapping 

• Identify, assess, and map operational hazards throughout production processes including oil heating, chemical handling, storage, transfer, and distribution activities.

• Develop risk assessments using likelihood and impact methodologies. 

• Recommend preventive controls to reduce operational risks and prevent incident escalation. 

• Support continuous improvement of plant safety through proactive hazard identification. 

Emergency Response Leadership 

• Act as the field emergency coordinator during emergency situations. 

• Make timely operational decisions based on actual field conditions. 

• Lead emergency response teams during fire suppression, area isolation, evacuation, spill containment, and emergency recovery activities. 

• Coordinate emergency actions to minimize impact on personnel, assets, production, and the environment. 

Emergency Preparedness & Crisis Simulation 

• Develop and conduct periodic emergency drills and crisis simulation programs. 

• Evaluate team readiness, communication effectiveness, evacuation procedures, and response times. 

• Identify improvement opportunities from simulation results. 

• Ensure emergency preparedness programs remain effective and aligned with operational changes. 

Incident Investigation &Continuous Improvement 

• Lead incident investigations using systematic problem-solving methodologies. 

• Conduct Root Cause Analysis (RCA) and recommend corrective and preventive actions. 

• Identify gaps between procedures and field implementation. 

• Develop lessons learned documentation to strengthen future emergency preparedness. 

SOP & Emergency Procedure Development 

• Develop practical Standard Operating Procedures (SOPs), Emergency Response Plans (ERP), and emergency work instructions. 

• Ensure emergency documentation is clear, practical, and executable without reliance on complex digital systems. 

• Standardize emergency procedures across operational areas. 

• Support training and awareness programs to improve emergency response competency. 

Cross-Functional Collaboration 

• Collaborate closely with Operations, Production, Maintenance, Engineering, Warehouse, and HSE teams. 

• Ensure emergency facilities, equipment, and response resources remain operational and inspection-ready. 

• Promote consistent understanding of emergency roles and responsibilities across departments. 

• Support company-wide safety culture and operational resilience initiatives. 

Requirements 

• Bachelor's degree in Occupational Health &Safety (K3), Chemical Engineering, Mechanical Engineering, Industrial Engineering, Fire Protection Engineering, Environmental Engineering, or related disciplines. 

• Minimum 3 years of experience in Fire Protection, Emergency Response, Process Safety, Industrial Safety, HSE, or related functions. 

• Experience in manufacturing, lubricant, chemical, petrochemical, oil &gas, or process industries is highly preferred. 

• Strong understanding of industrial fire protection systems, fire suppression systems, hydrant systems, foam systems, dry chemical systems, and emergency equipment. 

• Experience conducting Hazard Identification, Risk Assessment (HIRA), HAZOP, Job Safety Analysis (JSA), Risk Matrix, or similar industrial safety assessments. 

• Experience leading emergency response activities, emergency drills, crisis simulations, or incident command teams. 

• Experience conducting incident investigations using Root Cause Analysis (RCA), 5 Why, Fishbone Analysis, or similar methodologies. 

• Experience developing Emergency Response Plans (ERP), SOPs, emergency procedures, and industrial safety documentation. 

• Familiarity with emergency preparedness standards, fire safety regulations, and industrial risk management principles. 

• Strong analytical thinking, problem-solving, leadership, and decision-making skills under high-pressure situations. 

• Excellent communication and cross-functional coordination abilities. 

• High ownership, discipline, attention to detail, and commitment to continuous improvement.
