Job Summary
The Head of Operations is responsible for providing strategic leadership and overall direction for the operational performance of the business. The role ensures the safe, efficient, reliable, and financially sustainable delivery of operations while driving operational excellence, enterprise risk management, procurement governance, and digital transformation initiatives.
The position leads the development and execution of strategies that optimize operational performance, strengthen organizational resilience, improve customer experience, enhance governance, and support the achievement of the company's long-term business objectives.
Key Responsibilities
1. Operations Leadership
Provide strategic direction and oversight for all operational functions across toll road businesses to ensure operational efficiency, service excellence, regulatory compliance, and business continuity.
Accountabilities
Lead and oversee end-to-end toll road operations across all operating companies.
Develop and implement operational strategies aligned with corporate objectives.
Establish operational policies, standards, and performance metrics across all business units.
Monitor operational performance and ensure achievement of key operational KPIs.
Ensure efficient traffic management, incident response, emergency preparedness, and customer service.
Collaborate with Engineering, Finance, Commercial, HR, IT, and other business functions to optimize operational performance.
Provide regular operational performance reports to Executive Management and the Board.
2. Operational Excellence
Lead the development and implementation of operational excellence strategies across all toll road businesses to improve productivity, reliability, service quality, safety, and operational efficiency.
Accountabilities
Develop, review, and standardize the Operational Excellence Framework across all subsidiaries.
Drive Lean Management initiatives to eliminate waste and improve productivity.
Lead Continuous Improvement programs through process optimization and operational innovation.
Optimize operational costs while maintaining high service and safety standards.
Drive digital transformation initiatives including automation, analytics, smart mobility, and operational technologies.
Establish operational benchmarking and performance monitoring across business units.
Promote a culture of innovation, accountability, and continuous improvement.
3. Enterprise Risk Management (ERM)
Provide strategic direction for enterprise-wide risk management to protect company assets, reputation, regulatory compliance, and business continuity.
Accountabilities
Develop and continuously enhance the Enterprise Risk Management Framework.
Recommend and maintain the organization's risk appetite and risk tolerance levels.
Identify, assess, and monitor strategic, operational, financial, legal, ESG, cybersecurity, and emerging risks.
Coordinate enterprise-wide risk mitigation and control initiatives.
Lead business continuity planning and crisis management preparedness.
Ensure timely reporting of key enterprise risks to Executive Management and the Board.
Foster a proactive risk-aware culture throughout the organization.
4. Procurement & Strategic Sourcing
Develop procurement strategies that ensure transparency, efficiency, cost competitiveness, ethical practices, and supply continuity.
Accountabilities
Develop and implement enterprise procurement and strategic sourcing strategies.
Establish procurement governance, policies, and approval frameworks.
Lead strategic sourcing initiatives for major contracts, capital projects, and operational requirements.
Ensure compliance with procurement policies, applicable regulations, and corporate governance standards.
Implement digital procurement systems and supplier performance management programs.
Strengthen procurement integrity through ethical sourcing, anti-corruption practices, and transparent bidding processes.
Develop long-term supplier partnerships that support operational resilience and value creation.
5. Performance Management
Drive operational performance through effective planning, monitoring, analytics, and continuous improvement.
Accountabilities
Establish and monitor operational KPIs and service level agreements.
Utilize operational data and analytics to support decision-making.
Identify performance gaps and implement corrective actions.
Drive operational efficiency and productivity improvements.
Ensure timely reporting of operational performance metrics.
6. Financial Management
Provide financial oversight of operational expenditures while ensuring efficient resource utilization and sustainable cost management.
Accountabilities
Develop and manage annual operational budgets.
Monitor operating expenses and capital expenditures.
Drive cost optimization initiatives without compromising safety or service quality.
Support long-term business planning and investment decisions.
Ensure effective utilization of organizational resources.
7. Safety, Compliance & Governance
Promote operational safety, regulatory compliance, and sound corporate governance across all operations.
Accountabilities
Ensure compliance with Indonesian laws, toll road regulations, and company policies.
Strengthen safety management systems and occupational health initiatives.
Ensure operational readiness for audits and regulatory inspections.
Promote ESG principles within operational activities.
Maintain effective governance, internal controls, and compliance practices.
Qualifications
Bachelor's Degree in Engineering, Business Administration, Operations Management, or related discipline.
Master's Degree (MBA or equivalent) is highly preferred.
Minimum of 15 years of progressive leadership experience in infrastructure, toll roads, transportation, utilities, or related industries.
Proven executive leadership experience managing multi-site operations and large-scale operational organizations.
Demonstrated experience in Operational Excellence, Enterprise Risk Management, Procurement, Digital Transformation, and Business Process Improvement.
Strong understanding of Indonesian regulatory and governance requirements is an advantage
