The Quantity Surveyor Engineer is responsible for the end-to-end preparation of competitive and accurate bid proposals for retrofitting construction projects. The role involves quantity take-off, cost estimation, BOQ preparation, tender document analysis, and commercial evaluation to support the company in securing profitable project awards. This position requires a meticulous, commercially astute professional with a strong background in construction estimating and procurement processes.
Responsibilities
A. Quantity Take-Off & Cost Estimation
- Perform detailed quantity take-off (QTO) from architectural, structural, and engineering drawings for all retrofitting scope items.
- Prepare comprehensive and accurate Bill of Quantities (BOQ) in accordance with client specifications and project requirements.
- Develop cost estimates covering materials, labor, equipment, subcontracting, overhead, and contingencies.
- Analyze historical project data and market rates to benchmark and validate cost estimates.
- Coordinate with suppliers and subcontractors to obtain updated and competitive material and service quotations.
B. Tender Document Review & Bid Preparation
- Thoroughly review and interpret tender documents, specifications, scope of works, and special conditions of contract.
- Prepare complete bid packages including technical and commercial proposals, method statements, and supporting schedules.
- Identify ambiguities, risks, or scope gaps in tender documents and raise clarifications with the Engineering Head and clients.
- Ensure all bid submissions are compliant with client requirements, submission formats, and deadlines.
- Maintain a bid register and ensure systematic filing and version control of all bid documents.
C. Commercial Analysis & Value Engineering
- Conduct commercial risk analysis for each bid, identifying potential cost risks and recommending mitigation strategies.
- Perform value engineering exercises to optimize project costs without compromising quality or structural integrity.
- Analyze competitor pricing trends and market conditions to inform bid pricing strategies.
- Prepare profit/loss sensitivity analysis and markup recommendations for Engineering Head approval.
D. Post-Bid & Contract Support
- Participate in post-bid negotiations and clarification meetings with clients.
- Assist in the preparation of contract documents and project budgets upon award.
- Conduct post-bid reviews to identify lessons learned and areas for improvement in future bids.
- Support the Project Management team during project execution for variation order assessments.
Job Requirements
Technical Competencies
Proficient in AutoCAD (for takeoffs), CostX, Microsoft Excel (advanced), Bluebeam Revu, and MS Project. Familiarity with BIM tools is an advantage.
Soft Skills
- Highly detail-oriented, analytical, organized, and capable of managing multiple bids simultaneously. Strong written and verbal communication skills.
Certifications
- RICS Membership or any QS certification is an advantage. CESA accreditation is a plus.
