Position Overview:
The HC Business Partner acts as a strategic ally dedicated to fostering workforce harmony, robust employee relations, and strong stakeholder engagement to drive long-term productivity and organizational stability. This role is responsible for overseeing the end-to-end employee lifecycle—from grievance handling and compliance to union negotiations and government relations—while proactively monitoring the industrial relations climate to mitigate risks. Success is directly measured by key metrics, including the Industrial Harmony Index, dispute frequencies, and overall workforce stability, ensuring the human capital strategy aligns seamlessly with sustainable business performance.
Key Responsibilities:
Oversee the end-to-end resolution of employee disputes, disciplinary cases, and grievances through professional counseling and mediation.
Lead union negotiations, manage bipartite meetings, and maintain open industrial communication to ensure workplace harmony and prevent labor strikes.
Formulate, implement, and monitor compliance with the Collective Labor Agreement (PKB) or Company Regulations (PP).
Ensure all internal human capital policies strictly adhere to local labor laws and government regulations to mitigate legal risks.
Monitor workforce stability, assess the industrial relations climate, and provide strategic support across all business sites.
Coordinate effectively with government bodies (Disnaker, Immigration, Pokja) and handle legal matters related to external employment or community workforce issues.
Track and optimize core industrial relations metrics, including the Industrial Harmony Index, case resolution rates, and employee turnover/absenteeism.
Qualification:
Bachelor’s degree in Law, Human Resources Management, Psychology, or a related field.
8+ years of experience in HC Business Partner, including leadership experience in site-based environments.
Strong knowledge of strategic HC business partnering, end-to-end HR operations, change management, and labor compliance within heavy or site-based industries.
Experience working in mining, construction, oil & gas, or other site-based operations is highly preferred.
Strong understanding of Indonesian labor laws and workforce governance practices.
Excellent leadership, stakeholder management, communication, and problem-solving skills.
Willing to work on a 4:2 roster schedule and be based at the project site.
