We are seeking an experienced HSE Manager & Designated Person Ashore (DPA) to lead the Company's Health, Safety, Environment (HSE), Occupational Health & Safety (K3), and Safety Management System (SMS) functions. The successful candidate will ensure compliance with the International Safety Management (ISM) Code, Indonesian maritime regulations, Occupational Health & Safety regulations, and international industry standards while promoting a strong safety culture across both shore-based and vessel operations.
Key Responsibilities:
Serve as the Company's Designated Person Ashore (DPA) in accordance with the International Safety Management (ISM) Code.
Ensure effective implementation and continuous improvement of the Company's Safety Management System (SMS) and compliance with applicable maritime and government regulations.
Develop, implement, monitor, and continuously improve the Company's HSE Management System, HSE Plan, and Occupational Health & Safety (SMK3) programs.
Coordinate and prepare vessels for SIRE/BIRE inspections, ISM audits, and other client or regulatory inspections.
Manage external audits for the Company's Document of Compliance (DOC) and Vessel Safety Management Certificate (SMC), as well as internal ISM audits for vessels and shore-based operations.
Develop, review, and update Standard Operating Procedures (SOPs), Risk Assessments, and Permit to Work (PTW) procedures.
Ensure compliance with SOLAS, MARPOL, ISM Code, OCIMF requirements, Indonesian K3 regulations, and other applicable statutory requirements.
Lead incident, accident, near miss, and emergency investigations, including root cause analysis, reporting, corrective actions, and preventive measures.
Analyze safety performance data, identify trends, and implement continuous improvement initiatives.
Conduct safety inspections, workplace audits, onboard vessel inspections, and HSE compliance monitoring.
Ensure all employees and vessel crews complete safety induction and mandatory HSE training before commencing work.
Establish and maintain the Occupational Health and Safety Committee (P2K3) and ensure regular safety meetings are conducted.
Prepare and submit HSE reports to government authorities, clients, and management as required.
Develop and deliver HSE awareness programs, safety campaigns, toolbox meetings, emergency drills, and crew training.
Monitor vessel safety performance and ensure compliance with Company policies, client requirements, and international best practices.
Provide professional advice and recommendations to management on HSE and maritime safety matters.
Qualifications:
Minimum Diploma (D3) in Marine Engineering, Nautical Studies, Occupational Health & Safety, Engineering, or a related discipline. Bachelor's Degree is preferred.
Minimum 5 years of relevant experience in HSE Management and/or maritime safety management, preferably within a shipping or tanker company.
Strong experience in implementing the International Safety Management (ISM) Code and Safety Management System (SMS).
Experience handling SIRE/BIRE inspections, ISM audits, TMSA implementation, and regulatory compliance.
Solid understanding of Indonesian Occupational Health & Safety (K3), SMK3, SOLAS, MARPOL, OCIMF requirements, risk assessment, Permit to Work (PTW), and incident investigation.
Certified Designated Person Ashore (DPA).
Hold valid AK3 Umum certification.
Certified Internal SMK3 Auditor and ISM Internal Auditor.
Incident Investigation and K3 Maritim certifications will be an advantage.
