Responsibilities:
Ensure the consistent implementation and compliance of the International Safety Management (ISM) Code across the Harbour Tug Fleet.
Lead the implementation, monitoring, and continuous improvement of the Safety Management System (SMS).
Coordinate with Masters, Chief Officers, and vessel crews to ensure safety drills and emergency preparedness activities are conducted effectively and in accordance with regulatory requirements.
Plan, conduct, and monitor internal audits while coordinating external audits from flag administrations, classification societies, clients, and relevant authorities.
Lead investigations of incidents, accidents, near misses, and non-conformities, ensuring effective corrective and preventive actions are implemented.
Monitor vessel safety performance, monthly reports, and operational compliance to identify improvement opportunities.
Ensure crew familiarization programs are conducted prior to sign-on, particularly regarding Safety, ISM Code, and ISPS Code requirements.
Provide guidance and support to vessel crews on safety, environmental protection, and regulatory compliance matters.
Foster a proactive safety culture and promote continuous improvement initiatives throughout harbour tug operations.
Ensure compliance with applicable local and international maritime regulations, customer requirements, and company standards.
Qualifications:
Bachelor's Degree in Marine Transportation, Marine Engineering, Nautical Science, or a related field.
Minimum 8 years of experience in QHSE, Marine Safety, Compliance, or Harbour Tug operations.
Experience as a Designated Person Ashore (DPA) is highly preferred.
Seafaring experience with rank of Master on Harbour Tug vessels is required.
Strong understanding of ISM Code, ISPS Code, maritime regulations, and safety management systems.
Proven experience in audit management, incident investigation, risk assessment, and regulatory compliance.
Strong leadership, communication, and stakeholder management skills.
Excellent analytical and problem-solving abilities with a proactive approach to safety management.
Willing to conduct vessel visits and travel as required.
