General Manager — Indonesia Project Development (Wind)

About the role

A Singapore-incorporated wind development platform, backed by an international investor, is advancing a 200MW wind project in Sumatra, Indonesia (the Dairi project). We are looking for a hands-on General Manager to take full ownership of the project on the ground — driving it through permitting, land, grid, the PLN tender / PPA process, and local SPV management, while coordinating every key stakeholder along the way.

This is an execution role for a builder, not a reporter. You will be the company's most senior representative in Indonesia, running a lean local team and pushing the development forward in a disciplined, commercially focused way.

What you'll do

  • Own the end-to-end local development of the Dairi wind project — permitting, land, environmental, grid connection, PLN tender / PPA, and local SPV management.

  • Act as the company's key on-the-ground representative, coordinating local partners, consultants, government authorities, PLN, and landowners.

  • Drive all permits, approvals and compliance workstreams; identify risks early and propose practical solutions.

  • Play a central role in the PLN tender / PPA process — strategy, documentation, consultant management, and hitting key milestones.

  • Manage schedule, budget, and reporting; control local expenditure and stage-by-stage funding needs with headquarters and shareholders.

  • Support technical, engineering and commercial workstreams — site optimisation, access/transport, pre-construction, and third-party interfaces.

  • Manage government, community, partner and consultant relationships proactively, heading off approval delays.

  • Support future financing, co-investment, due diligence and transaction processes as needed.

  • Build and lead a small but effective local project team with strong execution discipline and transparent reporting.

What you'll need

Essential

  • Degree in engineering, energy, power, project management, business, law or related field.

  • 5+ years of renewable energy development experience in Southeast Asia.

  • Solid grasp of renewable project development (wind, solar, hydro or comparable infrastructure) — from early development through key milestones.

  • Strong stakeholder management across government, utilities, partners, consultants and shareholders.

  • Genuine project-management capability with the drive to deliver execution, not just track progress.

  • Fluent English.

  • Willingness to travel frequently and spend substantial time on the ground near the project.

  • Mature, reliable, entrepreneurial, comfortable owning outcomes in a lean team.

Strongly preferred

  • Hands-on Indonesia development experience (Sumatra a plus).

  • Direct experience with PLN, IPP, PPA, and tender / bidding processes.

  • Familiarity with Indonesian forestry, environmental and land-approval frameworks.

  • Wind development experience, particularly in complex or mountainous terrain.

  • Experience with Chinese sponsors, international developers, or cross-border energy platforms.

  • Track record taking projects from early development through PPA, financing or construction readiness.

  • Bahasa Indonesia; Mandarin a plus.
